Moscow intends to start up testing of a tax-free regime this year, a protocol from a government meeting shows. According to newspaper Kommersant, the authorities are now negotiating with key tax free operators Global Blue and Premier Tax Free (Fintrax).

The tax-free shopping will stimulate trade, the government argues.

The shopping regime will first be available only in selected high-end shops in Moscow, but later include the whole country, the newspaper reports.

If the test period proceeds smoothly, companies with shopping centers in Russian cities and with a turnover of at least 100 million rubles will be entitled to take part. And only cities with international airports will get the tax-free shops, Kommersant writes.
