Another freezing winter for the military?
Military units in Northwest Russia are not prepared for the winter, presidential aide to the region says.
In a meeting with regional governors, Nikolai Vinnichenko signaled that the major debts of several military units eventually could lead to power cuts. The presidential aide in the meeting maintained that the situation is serious in Murmansk Oblast, Arkhangelsk Oblast, as well as in Leningrad Oblast and the city of Sankt Petersburg.
As reported by BarentsObserver, the unpaid energy debts of the military units last winter made power companies cut power supplies in several periods.

Vinnichenko now urges the regional governors to approach the Defence Ministry with requests to pay for the unpaid debts, RIA Novosti reports.
Except the military units, Northwest Russia is now well prepared for the cold season, Vinnichenko said. A reported total of 96,3 percent of all objects are ready for the cold, information from the Northwest Federal District shows.
