Severomorsk now owes more than one billion

Military budgets are higher than ever, but the Navy town still has no money for heating.

Debts are on the increase for Russia’s powerful Northern Fleet headquarters Severomorsk. The city located along the Kola Bay north of Murmansk now owes 1 billion rubles (€14.5 million) to providers of heating. Almost half of the sum stems from buildings used by public institutions, regional power provider Murmanenergosbyt informs in a press release

The Severomorsk city administration refuses to pay its bills even after court verdicts, Murmanenergosbyt complains.  

Meanwhile, the military men in the city have more cash than ever as the Northern Fleet continues to be modernized and bolstered with new hardware.

In a recent meeting, Murmansk Deputy Governor Yevgeny Nikora told federal Minister of Energy, Aleksandr Novak that the growing debts in the military towns have created «a critical situation» in the region.

The companies, which provide heating, water and electricity to the closed towns based on contracts with the Ministry of Defense have «systematically failed to pay», Nikora told Minister Novak.

Severomorsk is a closed military town fully controlled by the Ministry of Defense. It has a population of about 50,000.
